How can my minor granddaughter, who lives with us, be eligible for VA benefits?

Our minor aged granddaughter lives with us and will continue to do so. My husband is a 100% SC veteran. What do we need to do for our granddaughter to become eligible for benefits? Is being her guardian sufficient?
